Position Description

The City of Seattle is seeking an experienced Data and Applications Administrator in the Office of the City Clerk, a division of the Legislative Department.  This is an outstanding opportunity to play a key role in the implementation, enhancement and support of our data systems.  This position affords growth and an opportunity to support the Office of the City Clerk serve its large customer base, which includes both internal and external users.  
 
The Office of the City Clerk (OCC) serves as a public information hub for legislative processes, legislation research, and vital agency information and current and historical records. The mission of the OCC is to foster civic education, participation, and openness in Seattle city government through effective facilitation of the legislative process and transparent, accountable stewardship of public information and official records. The OCC aims to provide consistent high-level services which promote and strengthen a world-class government, building on the interdisciplinary strengths of the public office and the City.

Job Responsibilities

In this role, you will work collaboratively with a data architecture team to refine and connect our data and systems. The successful candidate in this position will have a strong attention to detail and be responsible for the accurate preservation and presentation of data to City employees and online communities.

Key responsibilities include:

Maintain Current Systems and Facilitate Integration and Controls         

  • Extend, refine, and maintain our primary customer-facing data systems
  • Build and maintain connections between different data systems utilizing scripts, routines, APIs, JSON and vendor utilities
  • Ensure consistency of shared data elements across interrelated systems. Manage and coordinate changes across user and support teams 
  • Understand Office of the City Clerk content and interdependencies
  • Engage with users, data owners and researchers to improve usability, access and open availability of City data 
  • Configure and maintain computer servers hosting databases and websites using Microsoft Windows Server, Internet Information Server, MSSQL, MySQL, VMWare 
  • Maintain a good understanding of legislative document formatting standards
  • Create and maintain database systems and user interface forms to facilitate entry and edit
  • Optimize and maintain custom databases and applications
  • Provide some on-call and after-hours support when necessary to maximize system availability
  • Master existing systems and collaborate with vendors to maximize access and integration
 Manage Systems and Projects
  • Update and maintain system and processes/procedural documentation, training materials, and support and troubleshooting guides
  • Update and maintain security and privacy for public facing systems
  • Research and evaluate new approaches and third-party systems
  • Provide user support and training for systems and user interfaces
  • Develop policies and practices governing the publishing and organization of time-sensitive legislative materials

Qualifications

Minimum Qualifications

  • Bachelor’s degree in Information Science, Information Management, or a related field 
  • One year of experience developing and maintaining relational database systems (MS-SQL, MySOL) and web technologies (HTML, JSON, CSS, API)
  • Detailed practical knowledgeable and demonstrated competence in one or more computer programming languages or systems (Python, PowerShell, Perl, Java)
  • Education/ Experience Equivalency: An equivalent combination of appropriate education, training, certification, and experience to perform the functions of the position will be considered.
  • Demonstrable ability to resolve complex system or technical issues and offering multiple creative solutions or options 
  • Proven ability to solve problems independently using analytical and logical skills
  • Excellent grammar, verbal, written and interpersonal communication skills 

The ideal candidate will also possess the following knowledge, ability, and experience:

  • Familiarity with secure coding practices (OWASP, CWE/SANS)
  • Knowledge or experience with library science and/or research of government, legal or historical documents
  • Demonstrated experience building compelling web applications and user interfaces
  • Knowledge or expertise with website accessibility
  • Demonstrated experience deploying open-source software and integrating data across multiple systems
  • Clear sense of accountability and ownership
  • Superior customer service skills
  • Experience with server technology in an enterprise environment
  • Excellent organizational skills and strong attention to detail
  • Excellent judgment, ability to work independently, self-motivated, and able to take initiative
  • Knowledge or expertise with Open data, Open government, or Civic Technology
