Overview

The City of Madison seeks an intern to join its Data and Innovation Team to assist in developing a Citywide data skills inventory to support data training and upskilling.  This is a great position for someone with interest in working with others to create systematic, organization-wide change, and with experience or knowledge of data systems or concepts.
In this role, the intern will aid in efforts to infuse data and innovation into the City's business processes, and to answer deep questions about the City of Madison. To do so, the intern will apply design thinking, identify opportunities, pose questions, and make valuable discoveries leading to insights or improvements that have a significant impact on the organization. The Data Team and Innovation Team is housed within the Finance Department's Office of Budget and Program Evaluation.  This is a unique opportunity to help local government leverage information management, human resources and organizational change concepts, and project management skills to further a data-informed culture.

The position will be for ten weeks in summer 2022, with full-time hours.  Interns will be required to work in-office at least two days per week.

Position Goal

Work with analysts on the Data and Innovation Team to further data-informed decision-making at the City of Madison through developing a Citywide data skills inventory.

Examples of Duties and Responsibilities

This internship will focus on developing a Citywide data skills inventory to gauge data-related skills and interests of City staff.  This will be used to support the City’s Data Governance and Data Stewardship programs, which create and implement policies regarding data, by informing data training and upskilling needs.  This is an exciting opportunity to help lay the groundwork to bring the power of data and data skills to employees at all levels of the City, and further data-informed decision-making.

Scope of work:

  • Research skills inventories best practices
  • Research families of data skills and needs
  • Work to understand data usage, skills levels, and needs of City of Madison employees through immersive research and observation
  • Design a framework for a data skills inventory
  • Create a project plan for implementation
  • Deliver a well-organized skills inventory
  • The intern may also perform related additional tasks and duties, including other contributions to the Data Governance and Data Stewardship programs.
The skills needed to perform the above responsibilities successfully include the below:

Minimum Qualifications

  • Applicants must be enrolled in an undergraduate (Associate's or Bachelor's) or graduate degree involving data analysis, public policy, human resources, and/or business management. Related degree fields may be considered.
  • Training, organizational change, or organizational management experience.  This experience could be gained in one of the following ways:
    • One completed project management, business management, or human resources course from an accredited two or four year institution.
    • Hands-on experience with an organizational training, change or management program gained through an educational or work setting.
    • Experience training, teaching, or instructing others.
  • Data systems or concepts experience.  This experience could be gained in one of the following ways:
    • One completed statistics, data analysis, or other data-intensive course from an accredited two or four year institution.
    • Using data and statistical concepts in research or applied settings.
    • Hands-on work with data systems, such as enterprise software systems or information management systems.
    • Hands-on data work through data collection, entry, governance, maintenance, management, cleaning, analysis, reporting, visualization, or presentation.

Special Requirements

Work in this position is primarily sedentary, requiring the ability to sit/stand at a desk, work on a computer, and use a monitor for extended periods of time.
