General Description

As part of the Data and Innovation Team, the City of Madison seeks to fill a Data and Innovation Analyst position.  In this role, the employee will work to further data-informed decisions at the City by helping partners take full advantage of a top strategic asset – data. The employee will apply statistical knowledge and human-centered design practices to make valuable discoveries leading to insights and improvements that have a significant impact on the organization; identify opportunities in business processes with respect to data governance and management; and build the capacity of City agencies to pursue analytics and innovation.

This is a unique opportunity to collaboratively combine technical statistical-analytic skills with deep consideration of human wants and needs to help local government make a difference in your community.

This is a hybrid position.   The incumbent must be able to work from our downtown Madison office approximately two days per week.

Position Goal
Work with the Data and Innovation Manager and Team, department and city leadership, and data stakeholders throughout the organization and community, to conduct and report quantitative and qualitative research and analyses assessing conditions; to help agencies develop innovative, responsive solutions; to build systems and processes to leverage data and innovation in order to make decisions; and to advance data policy and governance throughout the organization.

General Position Description
This role is critical in supporting the use of data and innovation to inform decisions, including in the City of Madison's budget process. The ideal candidate will be a solutions-driven individual who enjoys working with others to drive results.

The person selected for this position needs:
•    The ability to explain complex, technical subject matter to a non-technical audience both orally and in writing, in a clear and compelling manner.
•    An interest in addressing the types of challenges municipal governments typically face.
•    An understanding of, and experience in applying, concepts in statistics and computer programming.
•    Strong aptitude for learning new software programs, programming tools, and statistical and research techniques.
•    A growth mindset, including interest and ability to learn from and teach others, both internally and externally.
•    To understand concepts around data ethics and data quality.
•    The ability to effectively engage and manage stakeholders.
•    The ability to work both independently and collaboratively in a results-oriented workplace, with respect to stakeholders, deadlines, and changing environments.

Examples of Duties and Responsibilities

  • Apply statistical knowledge and human-centered design practices to work with a portfolio of agencies to identify, scope, gather data for, execute, and prepare statistical, narrative, and visual reports that assess conditions and help provide solutions; 
  • Work with a portfolio of agencies to develop meaningful performance measures for their service delivery and identify data sources and collection methods for performance measures; 
  • Contribute to ongoing data governance and data management efforts, including developing frameworks, staffing the Data Governance Team, and planning and facilitating data convenings;
  • Create and maintain data dashboards to provide insight into conditions;
  • Help nurture a data- and innovation-informed culture of inquiry throughout the organization, such as by facilitating a community of practice, developing tools and trainings, and supporting and facilitating others’ data efforts and projects;
  • Maintain relationships with agency contacts, department heads, and city leadership.

Minimum Qualifications

  • One (1) year of study and/or applied use of statistical principles and computer programming.
  • Two (2) years of hands-on data management experience gained through data collection, entry, maintenance, cleaning, analysis, reporting, visualization, presentation, or similar.
  • Two (2) years experience applying statistical concepts to real-world data and situations.
These qualifications may be met through professional experience, internships, a program of study, demonstrated personal projects, or a combination.  The requirements may be fulfilled concurrently (i.e., all three requirements could potentially be fulfilled by the same two-year position or program).

Please note that while specific study and/or experience are required, no specific degree (or any degree) is required, however a Bachelor’s degree or higher in the fields of statistics, mathematics, data science, economics, public policy, sociology, or a related field can be substituted for the experience requirement.  (Spring 2023 graduates will be considered and are encouraged to apply.)

If an applicant does not possess the experience or degree listed above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Two years of experience in applying the following: 
  • Principles of data analysis, statistical software packages, administration and management.
  • Computer software applicable to the duties of the position, including Microsoft products, analytical software (such as Python, R, SQL and software), and programming and/or query languages.
Familiarity with the following:
  • Data governance, data quality, data security principles and best practices.
  • Computer-assisted data analysis techniques.
  • Principles and application of statistical analysis.

Special Requirements

  • Employees in this position will be expected to attend meetings of the Common Council and its related bodies, as well as resident groups, as required to discuss issues related to the position.  This may include meetings that are scheduled in the evening.
  • Employees in this position must be able to work in-person at our downtown Madison office approximately two days per week.  Occasional in-person work at other area sites may also be required.

Leave

Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.
